September meeting 23

September 13, 2023

Chairman Robert Bushor called the Wednesday September 13, 2023, meeting to order in the Grove Township Bldg. at 5:00 pm,

Present were, Robert Bushor, Melvin Kehl, and Brandie Sherry

Absent: Frank Ross

Visitors: Dale Wood, April Kehl, Elizabeth Stoner and Jim Howard

ADDITIONS TO THE AGENDA:

READING OF THE MINUTES of August Meeting minutes

            A motion was made by Robert Bushor and seconded by Melvin Kehl to accept the minutes as presented.

            All presents were in favor and the motion passed.

FINANCIAL REPORT FOR August

            A motion was made by Robert Bushor and seconded by Melvin Kehl to accept the financial reports as presented.

            All presents were in favor and the motion passed.

SECRETARY REPORT:

            EMA let us know that they will be replacing the batteries in the early warning sirens along First Fork and Route 120 starting near Sunrise Ct and Finishing at Means Lane.  They will start on Wednesday September 20th at 10am and will work through Friday September 22nd.

            The LSA grants are open, and they are available for amounts $25,00 – $100,000, is there any large projects that we should think about applying for the money.  Some ideas were for a new truck, skid steer, sealing all the roads, Dale suggested finishing the black top on Ball Road, Jim Howard suggested a more secure way for the trash.

            There are bridge inspections coming up in October for the three small bridges on Jerry Run.

            Brandie asked the Board of Supervisors if they could do away with the PAID cards that are sent out to the camp owners.  She explained how much money it cost to do this, and NOBODY is ever check for their card.  We mail out over 540 camp bills then turn around and mail out the same number of paid cards, if they would like a receipt, they can send a self-addressed and self-stamped envelope like they do for land taxes.

            A motion was made by Robert Bushor and seconded by Melvin Kehl to end the practice of sending out PAID cards to the camp owners.

            All presents were in favor the motion passed.

            The paving is done over the new bridge,

BUSINESS:

            Robert Bushor got quotes for cleaning up some fallen trees that are on our Township right a away.

            A motion was made by Robert Bushor and seconded by Melvin Kehl to hire Nate’s Tree Service to cut the trees up.

            All presents in favor and motion carried.      

PUBLIC COMMENT:

            Dale asked when the policy changed so that the township will clean up trees that have fallen or are in danger of falling since the Township refused to cur Shireen Sipe’s tree a couple years ago.

            Dale asked why Frank had no pay – because he had not been working.

            It was asked if the rumor was true that Jim Lash put bolts in the new bridge that he found.  The Supervisors were not sure, they had heard the same thing that Jim found some bolts that must not been tightened down and fell out, so he put them back in, that was in the plate that was making the horrible noise when cars went over it, the paving is over it all now so no worries if the bolts try to come out again.

            Dale wanted to know if there would be any equipment use in Gibson next month.   None that we are aware of

            Jim Howard asked why there was no mention of the donations that were made to the town, like his neighbor gave the other week to through extra in the dumpster.  Brandie said it just gets put in the bank, and she isn’t sure why it’s not mentioned. She will try to remember to mention it in the minutes from now on.

            Jim also asked what the Township’s Right of Ways were on the roads.  Robert told hm all the roads are different it all depends on how wide the road is, Penn Dot has all that information and it is on maps we have.

            Elizabeth wondered if we had a map of the Township, or if there was somewhere she could get one.  Told her possibly on Pen Dot website she may find one.

Pay Bills as Presented:

            A motion was made by Robert Bushor and seconded by Melvin Kehl to pay bills as presented.

            All present in favor and motion passed unanimously.

Other reports:

            Next meeting will be held on October 11, 2023, at the Grove Township building.
