SECRETARY REPORT
• Brandie received an email from Elizabeth Stoner stating that she resigned as Township Auditor and will not be attending the County Convention.
A motion was made by Robert Bushor, seconded by Jim Howard, to accept Elizabeth Stoner’s resignation from Township Auditor. The motion passed unanimously.
• The County Convention at Johnsburg Fire Hall is scheduled for tomorrow at 11:00 AM. Robert Bushor will attend; Jim Howard and Brandie Sherry are unable to attend due to scheduling conflicts.
• PA One is holding a safety day conference at State College on September 10, 2025, beginning at 7:00 AM with lunch provided at no cost. Registration is required for attendees.
• Brandie obtained quotes from Action Graphics for “Welcome” signs for the Township. The proposed signs measure 48”x96”:x2”, custom cut shape, with matching aluminum posts (4”x4”x8’), to be installed by Township staff. The cost is $4,043.00 per sign, totaling $16,172.00.
• Mulch for the playground:
o Jim Howard received a quote for the delivery of jellybean mulch (rubber, non-dyed) to the playground at $4,950.00. Brandie has submitted a Cameron County Act 13 funding application requesting County assistance with the mulch cost.
A motion was made by Jim Howard, seconded by Melvin Kehl, to purchase the mulch and landscape material for weed prevention at the playground. The motion passed unanimously.
ROADMASTER REPORT
• Windstream has not provided an update regarding the issues caused by their contractor during the fiber optic installation.
• Stone for repairing potholes on Three Runs Road was delivered and paid for by Hardwoods from their road bond.
• There is a slide on Jerry Run Road that will need looked into and discussed with Todd Deluccia on how to fix it.
BUSINESS
• Jim Howard received two bids for the removal of two dead trees at the park: Walt Bowden quoted $800.00 per tree, and Ike’s Tree Service quoted $2,500 for both trees.
A motion was made by Jim Howard and seconded by Melvin Kehl to hire Walt Bowden for the removal of two dead trees at the park. The motion was passed unanimously.
A motion was made by Robert Bushor and seconded by Jim Howard to classify Air B & B properties as businesses and charge them $50.00 per quarter beginning next quarter. The motion was passed unanimously.
• Robert Bushor inquired about the pay rate for Tim Conrad, noting that this topic had not been addressed in previous meetings. It was determined that Tim will receive the operator rate of $20.00 per hour due to his ability to operate all equipment and drive the trucks.
• Jim Howard reported several issues at the park, including a broken waterline in one of the bathrooms, continuously running toilets, and a damaged switch cover that presents an electrical hazard. Additionally, the outhouse requires pumping, the bathrooms are in an unsanitary condition, the dugouts are deteriorating, and both the garage and kitchen areas need thorough cleaning and removal of unnecessary items.
• Jim reported that he has cleaned the bathrooms and closed the doors until the necessary toilet parts arrive for repairs. He recommended ordering toilet paper roll holders, paper towel holders, signs for the doors, new lights for the bathrooms, and toilet seats. Jim also suggested pumping the outhouse, filling in the holes, repurposing the building for storage, and consulting Walt Bowden regarding the cost of removing the dugouts during scheduled tree removal. He proposed converting the fenced area into a dog park since it is no longer used for ball games. Additionally, Jim requested that all Supervisors assist in cleaning out the garage and kitchen, disposing of junk and non-functional items. He noted the presence of beer cans in the garage. Brandie clarified that employees are not permitted to consume alcohol while working, as it would be against insurance policy, and recommended that someone address this issue with the employee, as well as grass should not be blown into the bathrooms or against the fence.
• Brandie has agreed to start cleaning the bathrooms at the park once a week.
• Brandie identified an issue with the building’s roof and informed Jim. Jim subsequently discussed the matter with Darrel, who agreed to repair the roof for $300.00. The repairs will address missing shingles and potentially replace any plywood that has become detached.
A motion was made by Jim Howard and seconded by Robert Bushor to have Darrel repair the roof on the building at the park. Motion carried unanimously.
• The potential sale of the Kubota tractor and its attachments was discussed, as the equipment is no longer required and currently occupies storage space.
A motion to sell the Kubota tractor and attachments, with a reserve price of $6,000 on Municibid, was proposed by Jim Howard and seconded by Melvin Kehl. The motion passed unanimously.
PUBLIC COMMENT
• There was no public comment
A motion was made by Robert Bushor and seconded by Jim Howard to pay bills as presented. Motion carried unanimously.
Next regular meeting will be held on September 10, 2025, starting at 5:00 at Grove Township building.
