GROVE TOWNSHIP 2026 Reorganization MEETING
January 5, 2026
Meeting called to order at 3:00
Present: Robert Bushor, Melvin Kehl, Brandie Sherry, via zoom Jim Howard
Visitors: Dale Wood, via zoom Elizabeth Stoner
Melvin Kehl nominated Robert Bushor for the position of Chairperson of the Board. Jim Howard seconded this nomination. The vote was unanimously in favor, and Robert Bushor will serve as the 2026 Chairperson.
Robert Bushor nominated Jim Howard for the position of Vice-Chairman of the Board. Melvin Kehl seconded the nomination. The vote was unanimously in favor, and Jim Howard will serve as the 2026 Vice-Chairman.
Jim Howard nominated Melvin Kehl for the position of Roadmaster. Robert Bushor seconded the nomination. The vote was unanimously in favor, and Melvin Kehl will serve as the 2026 Roadmaster.
Robert Bushor moved to appoint Brandie Sherry as the 2025 Secretary and Treasurer with an hourly pay rate of $18.00. Jim Howard seconded the motion. The vote was unanimously in favor, and Brandie Sherry will serve as the 2026 secretary & treasurer.
Robert Bushor moved to maintain the current amount of Treasures Bond ($500,000) with no increase needed. Jim Howard seconded the motion. The vote was unanimously in favor, resulting in no bond increase.
There was no request for the Supervisors to receive a raise for the year 2026.
Robert Bushor moved to give Emmerson Woomer a raise of $2.00 per hour, bringing his wage to $19.00. Melvin Kehl seconded the motion. The vote was unanimous in favor, and Emmerson will receive $19.00 per hour for the 2026 year.
Robert Bushor moved to keep Michael Saline’s pay rate the same, (16.00) for the year 2026. Jim Howard seconded the motion. The vote was unanimous in favor, and Micheal’s pay rate will remain the same.
Jim Howard moved to keep Tim Conrad’s pay rate the same ($20.00) for the year 2026. Melvin Kehl seconded the motion. The vote was unanimous in favor, and Tim’s pay rate will remain the same.
Robert Bushor nominated Russ Braun for the position of sewage enforcement officer. Melvin Kehl seconded the nomination. The vote was unanimously in favor of Russ Braun will serve as the 2026 SEO.
Robert Bushor nominated Paul Malizia as the 2025 solicitor. Melvin Kehl seconded the nomination. The vote was unanimously in favor of Paul Malizia will serve as the 2026 Solicitor.
Melvin Kehl nominated Dale Wood as the 2026 Chairperson of the vacancy board. The nomination was seconded by Jim Howard. The vote was unanimously in favor; Dale Wood will serve as the 2026 Chairperson of the vacancy board.
Jim Howard nominated Robert Bushor as the 2026 representative for Earned Income tax bureau. Melvin Kehl seconded the nomination. The vote was unanimously in favor; Robert Bushor will serve as the 2026 earned income tax bureau representative.
Robert Bushor nominated Brandie Sherry as the 2026 member for the solid management bureau. Jim Howard seconded the nomination. The vote was unanimously in favor; Brandie Sherry will serve as the 2026 solid waste management bureau representative.
Melvin Kehl nominated Ed Siekierka as the 2026 emergency management coordinator. Jim Howard seconded the nomination. The vote was unanimously in favor, Ed Siekierka will serve as the 2026 EMC.
Melvin Kehl moved to set the mileage rate for Supervisors and employees using their own vehicles for Township business and meetings at 72 cents per mile (IRS rate). Jim Howard seconded the motion. The vote was unanimously approved, and the mileage rate for 2026 will be seventy cents per mile.
Robert Bushor moved to keep C&N and PLGIT as the depository for Grove Township. Jim Howard seconded the motion. The vote was unanimously approved, and the depository will remain C&N and PLGIT.
Robert Bushor moved to keep Troxell & Associates as our CPAs for Grove Township. Melvin Kehl seconded the motion. The vote was unanimously approved, the CPA will remain Troxell & Associates.
Jim Howard nominated Phil Brown for the position of code-enforcer. Melvin Kehl seconded the nomination. The vote was unanimously approved; Phil Brown will be the 2026 code enforcer.
Jim Howard moved to certify that supervisors or secretary may attend the annual PSATS conference in Hersey and the township will pay for the conference, motel, and mileage. Melvin Kehl seconded the motion. The vote was unanimously approved.
Melvin Kehl moved that the township meetings be held on the 2nd Wednesday of the month @5:00p.m. at the Grove Township municipal building. Jim Howard seconded the motion. The vote was unanimously approved.
The dates for the 2026 meetings are:
February 121h, March 11th, April 8th, May 13th, June 10th, July 8th, August 132h, September 19th, October 14th, November 11th, December 9th and the 2027 reorganization meeting will be January 5th.
Robert Bushor moved to adjourn the January 5, 2026, reorganization meeting. Melvin Kehl seconded it. The vote was unanimously approved; meeting was adjourned at 3:13p.m.
