GROVE TOWNSHIP MONTHLY MEETING

September 10, 2025

September 10, 2025, meeting was called to order at 5:00pm

SECRETARY REPORT

Phil Brown attended the meeting to discuss with the Supervisors the issue of several properties on Wykoff Run Road that have blighted buildings, noting that the Township has seen little progress in their clean-up. Phil outlined his available actions, stating that issuing a non-traffic violation and bringing the matter to court does not guarantee that action will be taken regarding the property if the owners are found guilty. He mentioned having multiple similar cases in Shippen Township, where efforts to resolve the issues with the owners have continued for years.

The only update from Windstream is that a delivery of 2rc material should be made to the office building for the Jerry Run Road repair project.

The County has acknowledged receipt of our Act 13 funding application, which requests assistance with the cost of new mulch. A decision on this matter is scheduled for October 2nd.

Driftwood Borough has expressed interest in purchasing the Kubota tractor. If another municipality completes the purchase, it will not be necessary to advertise the sale.

A motion to sell the Kubota tractor “as is” to Driftwood Borough for $6,000 was made by Robert Bushor and seconded by Jim Howard. The motion passed unanimously.

Driftwood Borough has inquired whether Grove Township can continue providing winter maintenance this year and also plow the Driftwood Senior Center, since their office is located there and there is no one currently assigned to plow. Grove Township has agreed to provide these services but will determine pricing once the costs of salt and antiskid materials are known.

ROADMASTER REPORT

Melvin Kehl requested that Brandie place an order for another load of antiskid and salt in preparation for the upcoming winter. He will designate the delivery location with cones.

The ditches have been cleaned, Swank Road is completed, and all culverts are both cleaned and marked. Kephart Road is also cleaned and marked; Lick Island has been cleaned, marked, and the necessary signs have been repaired. Benson Road is cleaned but still requires culvert markers. Crestline Road remains to be cleaned and needs culvert markings, while Jerry Run has been cleaned but the culverts still need to be marked. Jericho Road requires both cleaning and marking.

PARK REPORT

Walt Bowden has completed the removal of dead trees and performed thorough site clean-up. Additionally, he removed the dugouts that were in poor condition. It has been determined that the fenced area will be converted into a dog park; Jim is currently obtaining estimates for repairing the gate and installing fencing where the dugouts were previously open. Dog park signage and waste disposal stations have been ordered.

The bathrooms have been cleaned and upgraded with new internal toilet components, lighting, toilet paper holders, and paper towel holders. Plans are underway to install automatic door closers to ensure the doors remain shut. Signs indicating men’s and women’s restrooms and reminders to keep the doors closed have also been placed.

Mulch has been delivered and distributed around the playground equipment on top of newly installed geotextile material.

BUSINESS

The LSA Grant application is currently open and submissions are due by November 30, 2025. Jim Howard will be researching options for a prefabricated office building and evaluating associated costs.

PUBLIC COMMENT

Elizabeth proposed that information regarding the park updates, including the installation of new mulch and the dog park, be published on our website to keep the public informed. She also requested details about the next scheduled clean-up day, which will take place on October 11, 2025, from 9:00 AM to 4:00 PM.

Dale Wood reported no items for discussion.

A motion was made by Robert Bushor and seconded by Melvin Kehl to pay bills as presented.  Motion carried unanimously.

Next regular meeting will be held on October 8, 2025, starting at 5:00 at Grove Township building.
