GROVE TOWNSHIP MONTHLY MEETING
October 8, 2025
October 8, 2025, meeting was called to order at 5:00pm

Matt Stoehr from Keller Engineering –
Matt participated in the meeting via Zoom to discuss the LSA grant and the costs for his engineering firm to handle the application process. We talked about the township’s plans to replace their current office with a new building. The existing office is a house trailer from the 1970s that requires a new roof and skirting, and has old, drafty windows. Heating and cooling the building is not cost-effective. The new location would feature an ADA-compliant restroom, a large meeting room for public gatherings, a storage area for archived files, and a secure office for the secretary. Matt’s fee for preparing and submitting the grant application is $1,200.
A motion was made and passed for Grove Township to apply for an LSA grant of $460,000 from the Commonwealth Financing Authority to fund a municipal building. Robert Bushor and Melvin Kehl were designated as the officials authorized to execute all necessary documents and agreements. The resolution was unanimously approved.
Windfall Modular Homes – Adam attended the meeting to present his company’s offerings for a new prefabricated building, which could be installed on either a full basement or a crawl space. The completed structure would be delivered as a turnkey solution. The estimated cost ranges from $330,000 to $380,000. (this option would still have to out to bid)
SECRETARY REPORT
We received an Act 13 grant from the county to pay for the rubber mulch installed at the playground.
The 2024 audit is complete; copies have been distributed to the Supervisors, and the results appeared in the Echo.
Estimates for 2026 liquid fuels are lower than last year’s: $3,073.44 per mile and $17.33 per capita (based on the latest census), compared to 2025 rates of $3,191.02 per mile and $17.99 per capita.
Cleanup day is scheduled for Saturday, October 11, 2025. Additional dumpsters have been ordered.
The county has implemented a burn ban until October 31st.
There is a leak in the roof above my desk; Jim Howard contacted Darrel, who will come to repair it.
I will be out of town from November 4–16 for the Veterans hunt in Clarion and a hunting trip in South Dakota. I would like to reschedule the November monthly meeting to November 19th at 5:00 PM, if that works for the Supervisors, as otherwise I will not be able to attend.
Jim Howard made a motion, seconded by Robert Bushor, to move the November meeting to November 19th. All Supervisors voted in favor, so the motion passed.
ROADMASTER REPORT
The gabel basket has been positioned on Kephart Road at the location where the roadway began to slide. Culvert cleaning is complete for this year and will resume in the spring upon Jim Howard’s return from Florida. Salt and antiskid materials have been ordered and mixed with the remaining supplies from last year.
PARK REPORT
The kitchen and garage at the park building have been thoroughly cleaned.
Jim Howard obtained estimates for repairing the fence and installing a man gate where the dugout was, to ensure the dog park is secure for dogs to run freely. The lowest bid was $1,500 from Lansberry Quality Fencing.
Jim Howard moved, with Robert Bushor seconding, to award the job to Lansberry Quality Fencing. All voted in favor; the motion carried.
Shrubb’s Customs, LLC submitted the lowest quotes for new metal roofs on both the old outhouse and the kitchen/garage building:
Jim Howard moved to hire Shrubb’s Customs to replace the outhouse roof for $1,057.59 and the kitchen/garage roof for $5,580.42, with Melvin Kehl seconding. All approved; the motion passed.
BUSINESS
Garage doors should be installed next week
A motion was made by Melvin Kehl and seconded by Jim Howard to appoint Cody Ball to the open auditor position that was created by Elizabeth Stoners’s resignation. All in favor, AYE, passed.
Robert Bushor asked if the Supervisor were considering to do the pay increase for the incoming Supervisors Brandie explained it has to be done by an Ordinance, so she will get that typed up for the next meeting.
PUBLIC COMMENT
Elizabeth Stoner was good, no comment
Dale Wood asked about the Kubota tactor – it was stated that the Borough has possession of the tractor and has paid for it.
A motion was made by Robert Bushor and seconded by Jim Howard to pay bills as presented. Motion carried unanimously.
Next regular meeting will be held on November 19, 2025, starting at 5:00 at Grove Township building.
