GROVE TOWNSHIP MINUTES

REGULAR MEETING

December 13,2023

Chairman Robert Bushor called the Wednesday December 13, 2023, meeting to order in the Grove Township Bldg. at 5:00 pm,

Present were, Robert Bushor, Melvin Kehl, and Brandie Sherry Frank Ross via the phone.

Absent:

Visitors: April Kehl, Cody Ball, Dale Wood, Jim Howard, and Elizabeth Stoner

ADDITIONS TO THE AGENDA: Diana Ball and Cody Ball were sworn in as Fire police for Sinnamahoning Fire Department before the meeting.

READING OF THE MINUTES of November Meeting minutes

            A motion was made by Robert Bushor and seconded by Melvin Kehl to accept the minutes as presented.

            All presents were in favor and the motion passed.

FINANCIAL REPORT FOR November

            A motion was made by Robert Bushor and seconded by Frank Ross to accept the financial reports as presented.

            All presents were in favor and the motion passed.

SECRETARY REPORT:

            The LSA grant was sent in to DCED, they called to explain the grant could not be for all the different things we had put on the grant and that we had to pick on item or do separate grants for each item.  I told them to use the new truck as what we needed the grant for.  There was not enough time to do the other grant application.

            We received a letter from Gibson Township asking if we could help them out with plowing the hardball roads, Castle Garden and Mix Run Rd because they currently only having one truck for plowing.

            A motion was made by Robert Bushor and seconded by Frank Ross to help Gibson Township out at $75.00 an hour plus cost of materials. 

            All present in favor and motion passed.

            Russ Braun sent his rates for the 2024 year, and they have increased again, it will be $700.00 for a new permit and $300 for a repair.  It was discussed to maybe try and find another SEO that may have a lower rate.  There is a list of SEO officers on the web that we could use to contact others.

            All the trash bills are in the mail to the customers.

            Next years clean up dates will be April 20th and October 12th.

ROADMASTER REPORT:

            Everything is in good shape and already for any bad winter roads.

            Some preventative maintenance was done on the F550.

BUSINESS:

            A motion was made by Robert Bushor and seconded by Melvin Kehl to approve the 2024 budget.

            All present were in favor and motion passed.

            A motion was made by Robert Bushor and seconded by Melvin Kehl to give Mike, Emerson, and Brandie a $100.00 Christmas bonus.

            All present were in favor and motion passed.

            A motion was made by Robert Bushor and seconded by Frank Ross to donate $500.00 to Austin Ambulance for the service they provide to our township.

            All present were in favor and motion passed.

The public asked if it was legal for the Township to loan money to people, in reference to the loan that was done between General account to the Crestline Sewer (which is only 9 residents).  Brandie called PSATS and there is nothing in the Township code concerning this, but the did say it probably would not be a good practice. 

            A motion was made by Robert Bushor and seconded from Melvin Kehl that the term loan will not be used for the transaction between the General Fund and Crestline Fund it will just be a transfer between accounts. 

            All present were in favor and motion passed.

PUBLIC COMMENT:

            Dale Wood had some questions.

  • He questioned why the Township stated that it wasn’t feasible to pave the section of Ball Road that belongs to the Township when we had the bridge paved it was a shorter distance.
  • He questioned if there was a motion to spend the extra $9,000 for rental of equipment to put the Wykoff Run bridge in
  • He questioned if there was a motion to haul millings to 3 Runs Road and the hiring of a contractor to haul the millings.
  • He stated that the Supervisors need to read the Township Code book about money being spent without bringing it up for vote at a public meeting, and he hopes this next year goes better.

Pay Bills as Presented:

            A motion was made by Robert Bushor and seconded by Frank Ross to pay bills as presented.

            All present in favor and motion passed unanimously.

Other reports:

            Next meeting will be the Reorganization meeting held on January 2, 2024at 4:00 pm with the regular meeting to follow.  The auditors will meet on January 3, 2024 at 5:30 pm
