SECRETARY REPORT
The 2023 audit is finished and has been printed in the Echo. Everything looks good with the audit.
Letter from the County concerning the McKinney minor subdivision located 274 upper Logue Run Road, James McKinney is the owner of 3 different tax parcels and his plan is to make lot A equal 1 acre to be conveyed with existing camp, water well and on lot septic and the remaining lands will be 3.73 acres with existing camp, with water and on lot septic. No new sewage in this subdivision, the area is clear of special hazard flood zone per FEMA GIS. The board of Supervisors see no issue with this subdivision, Brandie will let the County know.
Shippen Township Secretary sent Brandie an email about unclaimed property with the PA Treasury and that Grove Township had some unclaimed property. So Brandie looked into it and filled out the paperwork to claim it, it is worth approx. $100.00 and from the insurance company from back in the 2000’s.
ROADMASTER REPORT
Dismore Welding came down and welded the plates on the bridge where the bridge inspectors suggested it be done, need to order #4 stone to divert the water. We will start with one triaxle load of stone and see how far that goes before ordering another. Jim Howard stayed over at the bridge while the guys were welding, and he said it looks good.
Road millings have been received from the road work on Rt 120, they were piled at the parking lot on Wykoff Run Rd across from the park, Robert and Melvin have begun hauling them up to Sandrock and Three Runs road to use for repairs up there.
Brandie will be ordering the salt and antiskid this coming week.
Not much road work but there was a couple of trees down on roads that had to be removed.
BUSINESS
Resolution 24-5 will allow Brandie to deny anonymous request for right to know.
A motion was made by Robert Bushor to pass resolution 24-5 and seconded by Jim Howard.

Brandie found samples of wind and solar farm ordinances, need to have Paul Malize double check them and investigate the county’s zoning ordinances to see where they all fit together. They will remain a work in progress.
Brandie checked with C&N bank, and they have a lower interest rate on their CD’s. The only difference is they offer a flexible CD where you can get your money out with no penalties if needed.
A motion was made by Jim Howard to move $100,000 from the General fund to PLIGIT CD for a year, seconded by Robert Bushor.

Jim Howard asked about sending a letter to Janet Coldwell about her camp.
Jim Howard would like to look into purchasing a skid steer and trailer, with a 4 way angle bucket, set of forks, box.
Jim Howard mentioned Frank Ross had talked to Bob Flood and was getting the millings from the Rt 120 job dropped at his house, and that he was responsible for distributing the millings between Grove and Gibson. Grove Township had no such agreement.
He also wanted to know if I have gotten the agreement with Clinton County for millings in exchange for the bridge decking. Brandie hasn’t received it yet; Jim is going to Clearfield to meet with Penn DOT to get to the bottom of this.
Jim wants a letter sent to Frank Ross telling him he no longer works for Grove Township, and he is not to make deals concerning Grove Township, and ask him where the millings went from the agreement for the exchange of bridge grates and millings.
PUBLIC COMMENT
Elizabeth – is looking into a grant that can help with maintaining, replacing and cleaning of culverts. She needs to know how many culverts we have in the Township
She asked if I had found the owner of the Wayside Cemetery, the only information I found so far is it is owned by Barclays and in the early 1900’s they told their lawyer to sell it. If we get it registered with federal historical monuments, the government will give money to help maintain it. Balls said they can remove the large tree that has fallen in there but need to know owner first before we do that, Dale Wood suggested reaching out to Rich Wykoff from Renovo.

Asked if we would be closing the trailer up with skirting before winter. Robert Bushor stated we have someone who is going to get us a quote to do that.
On Ball Road there is a 15-inch pipe that leads to a 6- or 8-inch pipe, this pipe is all banged up on the end and needs to be replaced.
He investigated the minutes for the past 3 years in the Roadmaster Reports and doesn’t see where the ditches have been cleaned. Robert stated that they had been cleaned, might have been missed in the minutes.
He asked about permission from landowner to access the bridge to put stone in place, and would they need to enter the water. Jim Howard stated they will not need to enter the water and there is only one camp to get permission from.
Scott Yandric
Asked if Grove Township was interested in helping Gibson with snow removal on the paved roads again this year. (Castle Garden Road, and Mix Run Road) with salt and anti-skid.
Melvin said he will try; it went okay last year. The only thing is that Grove’s Road gets done first.
Jim and Robert asked Scott if he knew anything about the road millings and if he had an agreement with Frank Ross about having them delivered to his house and that he was responsible for distributing the millings between Grove and Gibson. Scott said that he had talked to Bob Flood back in June/July and was told there wouldn’t be any good millings from this job, there would be large chunks, and if there was any he would contact Scott. Scott did have an agreement with Flood to pile the millings at Frank’s because they were not going to haul them to Gibson Township.
