GROVE TOWNSHIP MINUTES

REGULAR MEETING
November 9, 2022

Chairman Robert Bushor called the Wednesday November 9, 2022, meeting to order in the Grove Township Bldg. at 5:00 pm,

Present were, Robert Bushor, Melvin Kehl, and Brandie Sherry Frank Ross

Absent:

Visitors: Elizabeth Stoner, Robert Garman

ADDITIONS TO THE AGENDA:

READING OF THE MINUTES of October Meeting minutes

            A motion was made by Robert Bushor and seconded by Melvin Kehl to accept the minutes as presented.

            All presents were in favor and the motion passed unanimously.

FINANCIAL REPORT FOR October

            A motion was made by Robert Bushor and seconded by Frank Ross to accept the financial reports as presented.

            All presents were in favor and the motion passed unanimously.

SECRETARY REPORT:

            County AidDuring the County audit of the County Aid they didn’t distribute enough money to the municipalities, so they are forced to distribute it out.  We are supposed to get $832.81.  The paperwork has been sent to to put this amount towards salt.

            A letter from Lehman thanked us for trusting them with our engineering issues, and would like to continue as our Engineers in 2023

            A motion was made by Robert Bushor and seconded by Frank Ross to appoint Lehman as our Engineers for 2023.

            All present were in favor and the motion passed unanimously.

ROADMASTER REPORT:

            Salt has been delivered and mixed with antiskid material in the shed.

            F550 had some repairs done to it, the power steering lines were leaking.  In the next week the truck will be getting prepared for snow, the spreader and plow will be put on.

BUSINESS:

            Budget – look it over and let me know if it is okay, and we will advertise in the paper that the proposed budget is ready for the public to view then, the budget can be voted on at the December meeting.

            Clean up days – This year Spring seemed to be the bigger clean update, (fishing will open April 1st, turkey opens April 29th and Easter is April 9th) so after looking at these dates, it looks like April 29, 2023, will be a good weekend for cleanup.

            A motion was made by Robert Bushor and seconded by Melvin Kehl to have Spring cleanup on April 29, 2023, for the hours of 9-4.

            All present in favor and motion was passed unanimously.

            We will discuss a date for fall cleanup later.

            Brandie asked the Board of Supervisors to make a motion to allow her to close the Jerry Run bank account, the balance is $0.00 due to the project being done.

            A motion was made by Robert Bushor to close Jerry Run Bank account and was seconded by Frank Ross.

            All present in favor and motion was passed unanimously.

            The township still has an open Auditor position, Brandie will send out letters to see if she can get anyone interested so they can be appointed. 

            So far, we have two candidates for the upcoming vacate tax collector position April Kehl and Elizabeth Stoner.  Elizabeth mentioned that during the class she took it was stated that the Township had to advertise 3 times in the paper and hold interviews before appointing anyone.  Brandie will contact PSATS about this.

            After talking with Paul Malizia, the next step with the collection of metal scrap at the Delp’s property would be to appoint someone as the Code Enforcer who then with Paul’s help can issue a summons charge and take it to court.  To have a good case picture of the violation are needed, all written correspondence with the Delp’s and copies of the Ordinance that was broken.

            As stated, before only way to enforce a Township Ordinance, the Township must have a Code Enforcer, State Police can not enforce a Township’s Ordinance only Town Police or Town Code Enforcers can.

            The Supervisors have decided to let the issue ride for now, Chad has cleaned up a lot of the scrap metal and has taken down the signs advertising for metal.    

PUBLIC COMMENT:

            Robert Garman asked how come the Township has done nothing about all the illegal dumping in the dumpster.  He stated when he talked to Barry Brown it was stated that if he had a copy of our Ordinance, he would enforce it.  Brandie explained there still needs a Code Enforcer to issue the Summons charge for illegal dumping.

Pay Bills as Presented:

            A motion was made by Robert Bushor and seconded by Frank Ross to pay bills as presented.

            All present in favor and motion passed unanimously.

            Next meeting will be held on December 14, at 5:00pm at the Grove Township building.
