GROVE TOWNSHIP MINUTES
REGULAR MEETING
May 11, 2022
Chairman Robert Bushor called the Wednesday May 11, 2022, meeting to order in the Grove Township Bldg. at 4:56 pm,
Present were, Robert Bushor, Melvin Kehl, Frank Ross (via phone) and Brandie Sherry
Absent:
Visitors: Dale Wood, Delbert Baney, Dan, and Elizabeth Stoner

READING OF THE MINUTES of April Meeting minutes
A motion was made by Robert Bushor and seconded by Melvin Kehl to accept the minutes as presented.
All presents were in favor and the motion carried.
FINANCIAL REPORT FOR April
A motion was made by Robert Bushor and seconded by Melvin Kehl to accept the financial reports as presented.

SECRETARY REPORT:
We need to pass Resolution 2022-1 that is for providing for supplemental appropriations for the 2022 budget (this is for the American Rescue Money)
A motion was made by Robert Bushor and seconded by Melvin Kehl to pass Resolution 2022-1 for providing supplemental appropriations for the 2022 budget.
All present were in favor and the motion carried.
WQM Permit for Crestline and the installation of flow meter was finally sent to the Township, and there will be an inspection of the Crestline Septic System on May 12, 2022, at 9:00. Cody Ball and Robert Bushor will attend the inspection.
ROADMASTER REPORT:
New signs have been ordered, there was a cemetery sign missing and a road name sign up Wykoff missing

BUSINESS:
PUBLIC COMMENT:
Delbert Baney was representing the Make-a-Wish motorcycle ride. They are wondering if they could use the Sinnemahoning Park to hold the end of the ride event. They want full use of the kitchen, restrooms, parking area and if anyone is interested primitive camping in the back behind the ball field. The event will take place August 13th, and they will also have a one-day special event license from LCB.
The Supervisors did not see any reason why not, there is nobody else scheduled to use the park. Brandie will call Sutton at our insurance company to make sure it is all good and if Make-a-wish will need any additional insurance for the day. There will be no rental fee charged, but there may be a deposited requested to cover any damages that may occur.
Dale Wood sent a letter to the Supervisors concerning cleaning out the ditch from the 3’-4’ foot pipe in Council Hollow to the culvert at Route 120, that causes water to back up into the Shaw property. Dale explained that it is the Township’s water causing this issue and the Township’s responsibility to clean out the ditch. Dale presented the Township with an easement that was written in 1993 and recorded in the Cameron County record book 106 page 001 between Grove Township and Alice Shaw. Dale also stated he has a letter from Soil conservation that is okay to dig in this area.
The Supervisor stated that this is not the township’s issue and that water has always run down Council Hollow, and that an easement only grants us permission to enter said property if needed does not make cleaning out the ditch our responsibility, and they also stated that Todd Deluccia told them they can not dig in that are it is considered a wet land due to cat tails growing in there. Robert Bushor stated that we will talk to our lawyer to see where we stand on this and what is and is not allowed. Melvin Kehl said that when someone with authority gives the Township permission to clean out the ditch then they will.
Dale then asked if there was a financial breakdown of the snow removal for Driftwood, and if Driftwood had advertised for a snow removal service for the next winter season. There is not financial breakdown, just the invoices from billing Driftwood.
Dale asked if the Township could clean up area at the end of the blacktop on Ball Road at the Township line and take a scoop out of the ditch from where stone is pushed up from plowing over the winter.
Dale asked if the Township’s mower is being used or did, we hire Wagner’s to mow. We are currently using our mower and Mike Saline will be mowing with it.

A motion was made by Robert Bushor and seconded by Melvin Kehl to pay bills as presented.
All present in favor and motion carried.
