Chairman Robert Bushor called the Wednesday, July 14, 2021, meeting to order in the Grove Township Bldg. at 5:00pm   via conference call

Present were Robert Bushor, Frank Ross, Walter Sipe, Brandie Sherry

Absent:  none

VISITORS:  Dale Woods

ADDITIONS TO THE AGENDA: Mike Gambino will be here on Monday to enlarge the door opening for the new garage door. 

READING OF THE MINUTES of June meeting

            Brandie read the minutes aloud.

A motion was made by Robert Bushor and seconded by Walter Sipe to accept the minutes as presented.

All present were in favor and motion carried.

FINANCIAL REPORTS FOR June

            Brandie read the financial report aloud

            A motion was made by Frank Ross and seconded by Walter Sipe accept the financial reports as presented.

            All presents were in favor and motion carried.

            Public comment:  Dale Woods questioned why the rental of the grader for Jerry Run was paid for out of Liquid Fuels and not out of the Jerry Run Project Fund.  Brandie explained it was because it was for routine maintenance on Jerry Run not part of the Jerry Run DSA report.  Dale then stated he preferred the Supervisors to answer the questions, so Frank Ross explained it.

PAY BILLS AS PRESENTED:

            A motion was made by Robert Bushor and seconded by Frank Ross to pay bills as presented.

            All present were in favor and motion carried.

SECRETARY REPORT

            A resolution needs to be passed for the end to the Emergency Declaration. 

            A motion was made by Walter Sipe and seconded by Frank Ross to pass Resolution 2021-2 to end the Emergency Declaration.

            All presents were in favor and motion carried.

            The Cameron County Ambulance Service sent a letter requesting a donation to help cover the expense of them covering our area when our ambulance services cannot.  The Supervisors discussed this, and Brandie must investigate rather the COVID cares act money can be used for this purpose, so this issue has been tabled.

            Letter about Bodenshatz habitat stabilization – this is up First Fork

            Cameron County Hazard Mitigation Plan – Brandie was unable to attend the meeting due to power outage, she has emailed Adam and got all the information and will attend the remaining meetings.

            Letter from the Commissioners wanting to know what our two most important goals/needs are for our municipality.  Robert Bushor stated that he would like to see a gas station and convenience store come to our municipality, Frank Ross stated that the bridges on Jerry Run Road are his most important goals, and Walter mentioned the Commissioners helping Crestline with grants to help pay for the flow meter.

            Letter about the uniform construction code audit – everything was good with it.

            An informational letter about the bridge replacement on Rt 120 over Grove Run.

            We have received our American Rescue, the first payment was $8,321.20, It needs to be transferred to its own bank account.  Walt would like me to see if some of the money can be used for the ballfield for repairs, we need new bathroom doors, locks, window.   Can this money be used for the ambulance donation and Crestline?

ROADMASTER REPORT

            Frank Ross stated that we received several loads of millings from RT120 work, these millings will be used in future projects.  PennDOT has their stone stored by the ball field, and Frank is hoping that as a payment exchange that PennDOT will put some seal on the small section of Jerry Run that is paved.

            Conservation has put out the bid for the Jerry Run DSA project and the bids should be awarded next week.

            The side boom mower will be here next week for mowing the roadsides/

BUSINESS:

                        Robert Bushor stated that the Engineers told him it will cost Crestline between $8,000 – $10,000 for the installation of the new flow meter that DEP is requiring Crestline to install.

            Brandie called and talked to USDA about the low interest loan/grant 

  • It requires an application
  • Will require three different bids (the advertisement has been put in the newspaper)
  • 3 different bank rates
  • Meeting documents stating that we are interested in using the USDA loan
  • Letter from the Township Solicitor
  • There is no cost in pre-payment

The bridges will need to be rented for the Jerry Run project to be completed, and an excavator will be needed to place the bridges.  The Township is wanting to purchase these bridges after the rental period and leave them there for permit bridges, it would be cheaper than having new bridges built there.

PUBLIC COMMENT:  Dale Woods wants to know why the town doesn’t just bite the bullet and purchase a new mower, and that the township has individuals who want to work so many hours for the Township to make money they could be out there mowing instead of paying someone else to do it.  

            Frank Ross said he would rather subcontract the mowing out, they could do regular scheduled mowing, and we would have no maintenance on the mower.

            Dale Woods asked if Grove Township has any plans working with other Townships?

            Frank stated he doesn’t know until the other townships have projects and ask for our help.

            Dale stated that Benson Road has the last two pipes plugged and they need looked at, up Crestline there is a 24-inch pipe that has separated and need to be repaired, there is a pipe west of the septic field that is plugged

            Frank stated that he will take a ride and look at these pipes and get them cleaned out and repaired if that is what they need.

            Dale suggested that the Township purchase a backpack blower to use for cleaning off streets instead of a regular broom.  The blower would be easier for the worker and will blow everything off the road.

            Dale asked Frank what we paid to paint the plow and was the Mac truck and the large plow used this winter, and why wasn’t it out on the huge snow fall we had.  Frank explained the plow is for back up only, like ifs something happens to the F550, the large truck and plow are hard to turn around on some of the roads, and it wasn’t used for the large snow fall because it isn’t 4-wheel drive and that snow needed to be scooped not scraped.

Next meeting will be held on August 11, 2021, at the township building the meeting will begin at 5:00 p.m.
