Chairman Robert Bushor called the Wednesday July 12, 2023, meeting to order in the Grove Township Bldg. at 5:00 pm,
Present were, Robert Bushor, Melvin Kehl, and Brandie Sherry Frank Ross via phone.

READING OF THE MINUTES of June Meeting minutes
A motion was made by Robert Bushor and seconded by Melvin Kehl to accept the minutes as presented.
All presents were in favor and the motion passed.
FINANCIAL REPORT FOR June
A motion was made by Robert Bushor and seconded by Frank Ross to accept the financial reports as presented.
All presents were in favor and the motion passed.
SECRETARY REPORT:
County Township Association will be having their annual meeting, training, and dinner in junction with Elk County this year at the Dam Inn on August2, if anyone is interested in attending, please let me know ASAP.
Troxell & Associates have the 2022 audit complete, they told me everything looks good, I have sent a copy of the Audit to the paper, and they will submit it to DCED.
The second large item clean up date will be October 14, 2023, 9-4, there will ads ran in the paper.
I will be going to Texas on July 15th through July 22nd, I will do payroll before I leave and if anyone works more hours during that time, I will add it to the next payroll.
ROADMASTER REPORT:
We have two bids per phone calls for the paving over the bridge on Jerry Run Road that crosses over Wykoff Run.
The first one is from Vollmer Tar & Chip & Paving, Inc from St Mary’s with a total of $9,063.00.
The second one is from Kinkead LLC from Ridgeway with a total of $18,810.00.
A motion was made by Robert Bushor and seconded by Melvin Kehl to accept Vollmer Tar & Chip & paving to pave over the new bridge installed on Jerry Run Road.
All presents were in favor and the motion passed.
Two bids per phone were received for the installation of guide rail on the new bridge on Jerry Run Road.
The first one is from Keystone Guiderail for a total of $4,775.00.
The second bid is from PennLine for the total of $14,250.00.
A motion was made by Robert Bushor and seconded by Melvin Kehl to accept keystone Guiderail’s bid in the amount of $4,775.00.
All present were in favor and the motion carried.
BUSINESS:
Crestline septic system was $4,000 to pay for the flow meter that DEP made them to install them. Robert Bushor approached the County Commissioners for a low interest loan for this amount. They told him they don’t loan out under $10,000, so Crestline would like to borrow the money from the General Fund and pay it back at the current interest rate for a personal loan. Citizens and Northern told us that the interest rate is 8.2%.
A motion was made by Robert Bushor and seconded by Melvin Kehl that the General Fund will lend $4,000 with an 8.2% interest rate over a 36-month period.
Robert Bushor abstained from voting because he is part of the Crestline Septic System. Both Melvin Kehl and Frank Ross voted in favor and the motion was passed.
DEP will be here Friday to inspect the flow meter, and all the septic tanks have been pumped.
The roadsides were mowed for the season.
PUBLIC COMMENT:
Dale Wood said nice job on the mowing. He was wondering if some of the road millings could be used to help touch up the road from the new plastic ditch up to the black top. (Ball Road)
Pay Bills as Presented:
A motion was made by Robert Bushor and seconded by Frank Ross to pay bills as presented.
All present in favor and motion passed unanimously.
