Opening of Sealed bids for pipe work on Jericho Road with money from Conservation.
Solveson’s $36,469.12
North Point $47,750.00
Bucktail $80,338.00
A motion was made by Robert Bushor and seconded by Melvin Kehl to award the bid to Solveson’s. Motion passed unanimously
Todd Deluccia will take care of notifying Solveson’s and moving forward with the project.
SECRETARY REPORT
- Letter and map regarding Ammos Stolzfus’s unpermitted NPDES activity received; we need to sign and return acknowledgment.
- Elk and Cameron County Convention is on August 14, 2025, at 11:00 a.m. at Johnsburg Fire Department; Elizabeth Stoner, Jim Howard, possibly Robert Bushor, and I will attend.
- E&M Engineers and Surveyors proposed an $8,500 upfront fee; will compare with other engineers’ fees.
ROADMASTER REPORT
- The new trailer has been picked up. During pickup, Jim also purchased a spare tire, chains, tie downs, and a hitch.
- For Jerry Run Road, Windstream has decided to install fiber optic wires in the same manner as the telephone wires over the creek. They have discontinued plans to bury the wires on Jerry Run Road. The company is expected to return to address the current condition of the road.
- Melvin has completed work on the ditches along Jerry Run Road up to Floyd Road.
- Robert reported that roadside mowing is expected to be completed today. Jim Howard noted concerns regarding the quality of mowing on Lick Island Road, stating that the contractor worked too quickly, resulting in incomplete grass cutting with some areas left untrimmed.
- New mower – Jim met with Walker and Walker Equipment regarding the purchase of one of the mowers. They will hold a demonstration at their place of business before adding it to their rental fleet. It was recommended that the Supervisors attend the demonstration and consider renting the mower initially to evaluate its suitability for their needs.
BUSINESS
- Brandie worked on the wind turbine and solar ordinances. Todd Deluccia mentioned that he had recently seen drafts of the County’s wind and solar ordinances, which are nearly ready for public release and a vote. If approved by the county, we can adopt these ordinances.
- Melvin Kehl moved to amend the agenda to include voting on garage doors and building maintenance, with Jim Howard seconding the motion. The motion was approved unanimously.
- Jim Howard obtained two bids for garage doors measuring 12×14 and 14×14, each equipped with electrical door openers; the proposals were within $200.00 of each other, with Summit Doors in St. Marys submitting the lower bid.
- Jim Howard moved, with Melvin Kehl seconding, to approve the purchase of the doors and openers from Summit Overhead Doors in St. Marys. The motion carried unanimously.
- Jim Howard consulted with Darrell Viola regarding the enclosure of the rear of the equipment storage garage, which would involve adding walls beneath the roof in the area housing the fuel tanks, removing the existing man door, and installing a new one.
- A motion to hire Darrell Viola for this construction project was made by Robert Bushor and seconded by Jim Howard. The motion passed unanimously.
- Jim Howard reported that the property at 69 Lick Island Road has not been mowed for an extended period, with the grass reaching a height of at least 1½ feet. He also clarified that the correct address for the old trailer located in the weeds is 174 Angler’s Path. Brandie will issue written notifications to the owners of both properties regarding these matters. Additionally, a letter will be sent to Cody Ball and the owners on Wykoff and Delps concerning blight issues. If there is no response or resolution, Phil Brown from Code Enforcement will be contacted to address the situation.
PUBLIC COMMENT
- Karen Graham reported that she had spoken with Randy Bailey, who received a grant from Sylvian Heritage, and the signs were produced by Extreme Graphics. There was interest in purchasing four additional signs to be placed at the Jericho triangle, on Route 872 near the campground sign, on Wykoff Run Road at the entrance to park property, and at the bottom of Sinnamahoning Hill (possibly at Auten’s camp yard). Brandie will obtain pricing information for the signs to present at the next meeting, and it was suggested that assistance may be sought from the Mee Foundation or Sylvain Heritage.
- Turk had no comment he was just attending to see what happens at our meetings
- Elizabeth noted that we need to obtain measurements for the required amount of mulch and the wood necessary for the Merry-Go-Round.
- Dale Wood inquired about the Lick Hollow Camp (174 Anglers Path). Brandie reported she was initially unable to locate the camp owner on her trash customer list using the original address of 174 First Fork Road. Now that she has the correct ownership information, she will send a notice regarding the old trailer that has been left in the weeds.
- Mr. Wood asked if anyone had contacted Cliff Clark regarding the USDA and LSA grants as potential funding sources for a new building, or if Windfall Modular had been consulted about a prefabricated office solution. The answer to both inquiries was negative. He also asked about progress on culvert counting, to which it was noted that the crew is working on this task concurrently with ditch cleaning. Additionally, Mr. Wood questioned whether camps had been physically cross-checked with the customer list to ensure all were being billed for trash service. Brandie responded that every few years, she reviews the customer list against tax assessment records. Finally, he requested information on the usage hours of the skid steer and expressed his opinion that the expenditure could have been allocated more effectively.
A motion was made by Robert Bushor and seconded by Jim Howard to pay bills as presented. Motion carried unanimously.
