GROVE TOWNSHIP MONTHLY MEETING

December 17, 2025

December 17, 2025, meeting was called to order at 5:00pm

Present: Brandie Sherry, Melvin Kehl, Robert Bushor, Jim Howard via zoom

Motion made to accept November minutes as read by Robert Bushor and seconded by Melvin Kehl

SECRETARY REPORT

Russ Braun reported two individuals with unpaid holding tank inspection fees: Michael Lewis, whose payment just arrived, and Rick Bash, for whom Russ recommends proceeding with collection efforts. Brandie will send certified and non-certified letters to Rick Bash; if payment is not received, the case will be referred to Judge Brown for collections.

The letter from Lehman regarding their appointment as Township Engineer has been postponed and will be addressed at our Reorganization meeting.

Court dates for trash bill collections are January 20 & 21

ROADMASTER REPORT

Not much to report – just winter road maintenance when needed.  A load of stone has been delivered.  A new battery was bought for the older F150.

PARK REPORT

Nothing to report, closed for the winter

Received a different quote from the contractor for the new roofs at the playground and he requested ½ down before he will start.  The check has been written and will be sent out tomorrow.

Motion to allow the Sinnamahoning Volunteer Fire Department to use the Barclay Park on May 2,2026 for a fundraising event, free of charge was mad by Robert Bushor and seconded by Jim Howard.

BUSINESS

Motion to pass the 2026 budget as it reads was made by Robert Bushor and seconded by Melvin Kehl.

All in favor, aye, passed.

A motion to approve the Ordinance for Supervisors raise was made by Jim Howard and seconded by Melvin Kehl.

All in favor, aye, passed.

The reorganization meeting will be January 5, 2026 at 3:00 pm with the regular monthly meeting to follow immediately.

Public Comment

Dale Woods asked about the monthly phone bill and whether Starlink could offer cheaper internet. He also inquired if Driftwood Senior Center paid Larry Wagner for plowing—Melvin said no, since they don’t plow for them. Dale checked if Driftwood paid for the Kubota; they have. Lastly, he asked if anyone attended the State Treasurer’s meet and greet in Emporium; no one did. He noted that the grant writer referenced in the application that Grove Township is incurring losses by providing plowing services for other townships. The Supervisors clarified that this is not the case; in fact, the Township generates some revenue from assisting neighboring townships, which is considered a supportive practice among smaller municipalities. The grant writer included this information to strengthen our demonstrated need for funding and to highlight the reliance of surrounding communities on our services.

Elizabeth asked who our phone/internet provider is (Windstream) and inquired about the ordinance requiring 12 monthly meetings, raising the issue of the reorganization meeting. It was clarified that the January meeting also serves as the reorganization meeting. She also noted that some months’ minutes were missing from the website; Brandie said she would resolve this.

A motion was made by Robert Bushor and seconded by Melvin Kehl to pay bills as presented.  Motion carried unanimously.

Next regular meeting will be held on January 5, 2026, immediately following the reorganization meeting that begins at 3:00pm at Grove Township building.
