GROVE TOWNSHIP MINUTES

REGULAR MEETING
November 10, 2021

Chairman Robert Bushor called the Wednesday, November 10, 2021, meeting to order in the Grove Township Bldg. at 5:00pm,

Present were, Robert Bushor, Brandie Sherry via conference call Frank Ross and Walter Sipe

READING OF THE MINUTES of October Meeting

            A motion was made by Walter Sipe and seconded by Frank Ross to accept the minutes as presented.

            All presents were in favor and the motion carried.

FINANCIAL REPORT FOR October

            A motion was made by Robert Bushor and seconded by Walter Sipe to accept the financial reports as presented.

            All presents were in favor and the motion carried.

SECRETARY REPORT:

            The State Auditor was at the office building doing the Liquid fuel audit for the past three years, there was no findings. This means we spent our money where and how it is allowed to be spent from the liquid fuels account.

            The Potter County education council sent a letter explaining how well the program was working to teach high school students EMS and fire courses at the local vo-tech school, they also included a budget with a break down of where all the money is being spent.

            The ball field is winterized, and the bathrooms are locked in the winter.

            Received a letter from P. joseph Lehman, Inc thanking us for choosing them in 2021 and asking us to continue our relationship with them in 2022

            A motion was made by Robert Bushor and seconded by Frank Ross to continue using P. Joseph Lehman, Inc. as the Township’s engineering firm.

            All presents were in favor and the motion carried.

ROADMASTER REPORT:

             Nothing new to report, basic road maintenance and preparing for winter.

BUSINESS:

            The proposed 2022 budget is done and ready to be advertised for the public to be able to view it.

            A motion was made by Robert Bushor and seconded by Walter Sipe to advertise in the newspaper that the budget will be available for viewing at the office.

            All presents were in favor and the motion carried.

            Driftwood has asked Grove to do their winter maintenance for this winter, and this would be an intergovernmental agreement.

            Walter Sipe does not think this is a good idea because if something major happens to our equipment then our taxpayers would have to pay to fix the equipment and that does not seem fair.  Grove Township would have to plow their roads first before Driftwood’s roads. Frank Ross said it seems fine it not a lot of roads and it will help our neighbor and stated that it would be up to Melvin Kehl because he will be the one doing it. Walter Sipe asked if there was not some private contractor that would be available to do this for the borough. Brandie explained that they have not found anyone, and that Gibson doubled the price last year without warning, so the Borough is looking for other places. Robert Bushor suggested that we table it and wait to see if the Borough can find any small contractors first and see if Merle Sherry can attend the next meeting and discuss this.

PUBLIC COMMENT:

            Dale Woods:  asked who Troxell is, and Brandie explained it is our CPA and the are the same CPA out of Dubois that we have been using forever.

            Dale Wood asked what was wrong with the Mack truck and where is the bill for it. There is no bill for this work and Frank explained that during inspection it was found that the king pins were wore and while it was apart, they worked on brakes that were rusted and springs were wore.

            Dale Woods wanted to know if there will be a breakdown on the Jerry Run Projects this year, with equipment, wages, and material, included in the financial report as did last year.  Brandie stated that yes, she will do that.

            Dale asked if the Supervisors had had time to look over the violations that he brought up at the last meeting concerning the purchase of the bridges and the bids. It was acknowledged that yes indeed there was an error in the bidding process. There should have been a second ad placed in the paper, when no bids were received for the first one.

            Frank explained that any questions or concerns with this issue should go to Paul Malize, Dale made the comment that he will take it to the state and that an ethics violation you can take up to 5 years to file it.

            It was explained again that public comment is for comments only not questions, and any information that is wanted to be viewed by the public must go through the Right to know process, come into the office fill out a right to know request, and a charge can be placed on the copies.

            A motion was made by Robert Bushor and seconded by Walt Sipe to pay bills as presented.

Large Item Clean Up Day

October 9th, 2021

9:00 – 4:00

Today is the day to get rid of the extra stuff you have laying around your house or camp that you normally can not throw in the dumpster. There will be workers here to help you with heavy stuff. We still ask that you do not bring tires, TV’s and computers. If you have any questions feel free to contact the office Monday – Thursday 8-12 814-546-2606

SECRETARY REPORT

            Grove Township is eligible to apply to the CDBG funds, these funds are used to help clean up blight, not sure if we had any projects that would fall under this funding.

            USDA sent a letter with information about the Community Facilities Loan  and grant program.  This funding can be used on our bridge updates.

            The county is ending the Declaration of Emergency due to COVID, so we need to have a resolution to do the same, waiting on the wording from the County so we can use it. 

            Shannon Penfield called and asked about renting the ball field for the Zuback family reunion in June, but they had one request if we could please make sure the building was clean, and if the bird poo could be pressured washed off the cement.  Both Frank and Robert said they will get it done once I give them the date.

ROADMASTER REPORT

            Frank Ross reported that the township is getting millings from the local road projects that we can use on future projects. 

            Some routine maintenance was done on the trucks.

BUSINESS:

                        Brandie reported that the township was just informed that they must apply through DCED for the COVID monies.  She is working on the application. 

            Walter Sipe reported that the lawn mower deck needs some work, he will purchase the wheel that fell off it, and will do some welding on the deck.  He stated that it still has an overheating problem and is leaking fluids.  Frank reminded him to only mow what must be mowed and nothing more to help save the mower.  Frank will mow the area behind the fence with his large tractor mower to save on our mower.

            Walter also stated that there are two trees laying down at the ballfield and he was wondering if they can get cut up, as well as a tree by the dumpster.

            Walter asked if Emmerson could make sure he weed eats the Jericho cemetery well, Walt and Dale Woods are going to donate time to reset some of the stones that have fallen over or been moved and clean up the stones.

            Crestline sewers need to have a flow meter installed according to our DEP permit, to do this, they need an engineer to draw up the plans and apply for the permit to do the work.  Robert Bushor has been in contact with the township’s engineers P. Joseph Lehman, they sent a proposal back to be signed. 

            Crestline accounts will have to pay for all the expenses involved with this project, Brandie stated that some of the covid federal money can be used for sewer and water projects. 

            A motion was made by Walter Sipes and seconded by Robert Bushor to accept P. Joseph Lehman’s proposal to complete the plans and application, with the understanding that Crestline will fund the project.

            All present in favor, motion carried.

SECRETARY REPORT

            We received a thank you card from Mike Yusko for finding a tote that belonged to him and it had some important paperwork inside it for his camp. 

            There were 61 late trash bills sent out, that is lower than most years at this time of the year. Many have sent the payments in; July will be when the next step for collections will start.

            Tyler Clark called and was wondering if the Township would look at the drainage pipes between 39 Ball Road and his property 50 Ball Road, he stated the pipes are cracked and this causes the water to run differently, and it is causing erosion in his year.  Frank said he will take a look and see if the pipe belongs to the Township or not. 

ROADMASTER REPORT

            Robert Bushor stated that Emerson and himself have been out cleaning the roads, sweeping the stones, picking up limbs etc.

            All the ditches have been cleaned out.

            Mowing has been being done by Robert Bushor and he explained they are not doing behind the fence every time.  Walter Sipe stated he will take over the mowing for the summer.

BUSINESS:

                        Grove Township is to get $15,720 from the federal funding to help manage COVID -19 impacts.  The money will be given half this year and half next year and have up to 4 years to spend the money.

            The money can only be used for certain things.

  1.  Respond to COVID-19 – provide assistance to impacted households, small business, nonprofits, industries such as tourism, travel, and industries.
  2. Offer premium pay to eligible local government workers who have been performing essential work during COVID-19 or grants to employers of these eligible workers.
  3. Provide government services impacted when revenues were lost as a result of the pandemic.
  4. Invest in water, sewer, or broadband infrastructure (NOTEL This does not include roads, and bridges)

Brandie suggested to the Supervisor that maybe this money should go in a separate account, because there is going to be reporting on this money and how it was spent.

            A motion was made by Walter Sipe and seconded by Robert Bushor to open a separate bank account for this money when we receive it.

            All presents were in favor, motion carried.

            Saturday May 15th is the large item clean up day 9-4, there is coverage with Emmerson, Melvin, and Robert.

             Several people have contacted me to see if Grove Township was going to do an Easter Egg hunt this year.  The event will be outside, people can be asked to wear masks, and they will be all spread out.  The Egg hunt will be held on April 3, 2021.

            We received a letter telling us that Bershire Hathaway Energy has completed its acquisition of Dominion Energy’s Gas Transmission and Storage.

ROADMASTER REPORT

            Just snow removal

            Did some exhaust work on the Ford, and there is a short in the lighting?    

            Getting time to have inspection done, and there appears to be small hydraulic leak.

BUSINESS:

            We are waiting on quotes from Gambino and Victor Cook for enlarging the door size for the garage to get a new door installed.

VISITORS:  Jeff Nachman and Michael

ADDITIONS TO THE AGENDA: Michael works for Community and Economical Development and he is currently working together with Jeff Nachman developing a plan to bring some type of business to Grove Township.  Jeff is interested in the possibility of creating a conversational and recreational business, maybe a center where people to come to and get information and be able to experience the area of Sinnamahoning firsthand.  He is very interested in possibility leasing the property by the ball field (parking area), The Supervisors suggested they talk to the Cameron County Commissioners and that the Township would not be against it, but we would have to check on our liability.

SECRETARY REPORT

            Brandie would like to attend the PSATS conference April 18-21st.

            The County Aid completed report needs signed by Frank for the $5,000 towards the Jerry Run Slide project.

            The township has switched propane companies from AmeriGas to Friday’s Gas & oil.  They offered the lowest price when Brandie called around, they provide a tank free of charge.  Walter Sipe suggested that the township investigate purchasing their own tank so if another company offered lower price, we would not have to keep switching tanks.

BUSINESS:

            There have no complaints about the road conditions through out the snow weather we have had.

            Frank has been keeping up with the equipment maintenance.  There seems to be an electric issue with the F550, and he is waiting for a good time to take it in to get looked out, cannot have it in shop if it is bad weather.

            We want to enlarge the garage door to fit a 12’2”x11’ door.  Overhead door gave us an estimate of approx. $2,300 for the new door.  Gambino Construction is going to give us a quote and Brandie will call Victor Cook for a quote.

            There are two supervisors positions up this year, a 6-year term which is Walt Sipe and a 2-year term that is Frank Ross position.

SECRETARY REPORT

            The yearly trash bills are done and have been mailed out.

            Elizabeth Stoner asked if the service was going to be the same this year and if there will be cards sent out to the seasonal camps when they pay.  Frank and Robert both said the service will be the same, with pick ups on Monday, and Brandie stated that cards will be sent out this year, with the large item clean up dates on them. 

            Working on the end of the year reports, they are almost all done.

            Driftwood paid for the snowplowing we did for them as well as their share of the Fireman’s workers comp. 

BUSINESS:

            Roadmaster Report – Frank stated that everything is running well, and there was snow, snow, snow, and more snow thanks to the winter storm before Christmas.  Frank, Butch and Robert kept the roads open, and they also helped Driftwood get their roads cleaned out.

            Frank stated that one thing they realized during that storm was they needed chains for the front tires of the backhoe.  They have been ordered.

            AmeriGas seems to have raised our cost of propane again, and when Brandie called them, she was disconnected, and they said they would call back if that happened and she has heard nothing.  Brandie called Short propane and their price was $1.89 and Friday’s was $1.69 per gal.  Both companies will provide a tank free of charge.

            It was decided to switch to Friday’s Gas & Oil in Weedville for our propane services. 

            Clean up dates were set as May 15th and October 9th hours being 9:00 – 4:00

            Robert Bushor made a motion to have Don Losey be the Township’s back up contractor since he has a lot of equipment, Walter Sipe seconded the motion.

            All present in favor, motion carried.

            Walter Sipe thinks we should investigate someone other than Russ Braun for a septic enforcement officer.

2021 Reorganization meeting

January 4, 2021

PRESENT:  Robert Bushor, Frank Ross, Walter Sipe, and Brandie Sherry

Meeting held via conference call due to COVID and Brandie on quarantine

Chairman, Robert Bushor, called the 2020 Reorganization Meeting to order at 3.00p.m.

NOMINATE CHAIRMAN OF THE BOARD:

On a motion made by Walter Sipe and seconded by Frank Ross, Robert Bushor was nominated as CHAIRMAN OF THE BOARD.  All present were in favor and motion carried.    

NOMINATE VICE-CHAIRMAN OF THE BOARD:

On a motion by Robert Bushor and seconded by Frank Ross Walter Sipe was nominated as VICE-CHAIRMAN OF THE BOARD.  All present were in favor and motion carried.

NOMINATE ROADMASTER:

On a motion made by Robert Bushor and seconded by Walter Sipe, Frank Ross was nominated as ROADMASTER, the other Supervisors will be assistant Roadmasters.  All present were in favor and motion carried.

APPOINT SECRETARY/TREASURER-SET RATE OF PAY:

On a motion made by Robert Bushor and seconded by Walter Sipe Brandie Sherry was nominated as SECRETARY/TREASURER.  All presents were in favor and motion carried. 

On a motion made by Robert Bushor and seconded by Walter Sipe pay for secretary/treasurer $15.00 per hour.   All present were in favor and motion carried. 

SET RATE OF PAY FOR SUPERVISOR WORKING AS ROADMASTER, LABORER, FOREMAN, EQUIPMENT OPERATOR, GARBAGE COLLECTOR, TRUCK DRIVER OR ANY OTHER WORK THAT DOES NOT FALL UNDER ADMINISTRATIVE DUTIES:

On a motion made by Walter Sipe and seconded by Frank Ross, the working supervisor rate of pay will remain at $16.00 per hour.  NO INCREASE IN HOURLY WAGE.  All present were in favor and motion carried.

APPOINT SEWAGE ENFORCEMENT OFFICER:

On a motion made by Robert Sipe and seconded by Walter Sipe, Russel Braun of St. Marys, PA was appointed as Sewage Enforcement Officer.  All present were in favor and motion carried.

APPOINT A BACK-UP SEO:

On a motion made by Frank Ross and seconded by Walter Sipe, Robert Parson of St. Marys, PA was appointed as SEO Back-Up Officer.  All present were in favor and motion carried. 

SET AMOUNT OF TREASURERS BOND:

On a motion made by Robert Bushor and seconded by Frank Ross the Secretary/Treasurer’s Bond will remain at $500,000.  All present were in favor and motion carried.  

APPOINT SOLICITOR FOR TOWNSHIP:

On a motion made by Walter Sipe and seconded by Robert Bushor Paul J. Malizia of Emporium, PA was appointed as solicitor for Grove Township for 2021. All present were in favor and motion carried.

SET WAGE SCALE FOR EMPLOYEES/LABORERS/HELPERS:

On a motion made by Walter Sipe and seconded by Robert Bushor the employee wage scale is $14.00 PER HOUR-NO INCREASE THIS YEAR.  All presents were in favor and motion carried.

 SET WAGE SCALE FOR EMPLOYEES / OPERATORS AND TRUCK DRIVER:

On a motion made by Frank Ross and seconded by Robert Bushor the employee wage scale is $15.00 PER HOUR-NO INCREASE THIS YEAR. All presents were in favor and motion carried.

APPOINT CHAIRMAN OF THE VACANCY BOARD:

On a motion made by Frank Ross and seconded by Robert Bushor, Melvin Kehl was appointed as Chairman of the Vacancy Board.  All present were in favor and motion carried.

APPOINT A MEMBER TO THE SOLID WASTE MANAGEMENT BUREAU:

On a motion made by Robert Bushor and seconded by Frank Ross, Brandie Sherry was appointed to serve on the Solid Waste Management Bureau.  All present were in favor and motion carried. 

APPOINT MEMBER TO THE EARNED INCOME TAX BUREAU:

On a motion made by Frank Ross and seconded by Robert Bushor, Robert Bushor was appointed to serve on the Earned Income Tax Bureau. All present were in favor and motion carried.

APPOINT EMERGENCY MANAGEMENT COORDINATOR:

On a motion made by Robert Bushor and seconded by Frank Ross, Brandie Sherry was appointed as Emergency Management Coordinator.  All present were in favor and motion carried.

SET MILEAGE RATE FOR SUPERVISORS AND EMPLOYEES WHEN USING THEIR OWN VEHICLES ON TOWNSHIP BUSINESS AND MEETINGS:

On a motion made by Robert Bushor and seconded by Walter Sipe, the mileage reimbursement is set at 56.0 cents per mile (per the federal government).  This amount is subject to change throughout the year as gas prices increase and as governed by the Federal Government.  All present were in favor and motion carried.

NAME OF DEPOSITORY FOR TOWNSHIP FUNDS:

On a motion made by Robert Bushor and seconded by Frank Ross, Citizens and Northern of PA remains as the township banking depository along with PLGIT as the township investment depository. All present were in favor and motion carried.

DESIGNATE AN AUDITOR:

On a motion made by Robert Bushor and seconded by Walter Sipe, Troxell and Associates of Dubois, PA will be the Auditor Designate for 2021.  All present were in favor and motion carried.

SET A REGULAR MONTHLY MEETING DAY AND TIME:

On a motion made by Walter Sipe and seconded by Robert Bushor the Grove Township meeting day will remain as the second Wednesday of every month at 3:00 p.m. in the Grove Township Building.  All presents were in favor and motion carried. 

Certify that Supervisors or Secretary may attend the Annual PSATS Conference in Hersey on April 18-19, 2021.  On a motion by Robert Bushor and seconded by Frank Ross, Grove Township will pay for the motel and mileage for someone to attend.  All presents were in favor and motion carried.

MOTION TO ADJOURN THE JANUARY 4, 2021 REORGANIZATION MEETING:  On a motion made by Robert Bushor and seconded by Walter Sipe the Grove Township 2021 Reorganization Meeting was adjourned at 3:10pm.
