GROVE TOWNSHIP MINUTES

REGULAR MEETING
August 10, 2022

Chairman Robert Bushor called the Wednesday August 10, 2022, meeting to order in the Grove Township Bldg. at 5:00 pm,

Present were, Robert Bushor, Melvin Kehl, Frank Ross via phone, and Brandie Sherry

Absent:

Visitors: Dale Wood, Elizabeth Stoner

ADDITIONS TO THE AGENDA:

READING OF THE MINUTES of July Meeting minutes

            A motion was made by Robert Bushor and seconded by Melvin Kehl to accept the minutes as presented.

            All presents were in favor and the motion carried.

FINANCIAL REPORT FOR July

            A motion was made by Robert Bushor and seconded by Melvin Kehl to accept the financial reports as presented.

            All presents were in favor and the motion carried.

SECRETARY REPORT:

            The grant application had been submitted, now we just have to wait.

            Prebuy Propane from Friday’s   last year we paid $5,552.00 we still have $794.63 credit. Used approx. 1600 gallons last year. Price $3.449 a gallon, Dale Wood stated that Heller’s gas was cheaper. Brandie will do a price check with Heller’s and the prebuy is put on hold for now.

ROADMASTER REPORT:

            Cleaned ditches, roadside was mowed

BUSINESS:

            Opening of the sealed bids for the Bridge replacement of bridge over Wykoff Run Road, on Jerry Run Road.

A motion was made by Robert Bushor and seconded by Melvin Kehl to accept the bid from ADM Welding for the replacement of Wykoff Run Bridge.

All presents were in favor and the motion carried.

Gibson Township has paid all the invoices that have been sent to them. There is new invoice going out for $1,000.

Crestline will need to install a flow meter into the septic system per DEP and currently they are in violation because it has not been started. The approx. cost is $13,000. There has only been one bid and that was from Newell Heating and Plumbing. It was advertised and nobody responded. Robert Bushor explained that each homeowner on the Crestline System has agreed to pay $500.00 each towards the flow meter, which would equal $4,500.00. Robert asked Grove Township to match this amount with some of the money from the American Rescue Money.

A motion was made by Robert Bushor and seconded by Melvin Kehl to have the Township match $4,500 with American Rescue Money to help Crestline install the flow meter.

Robert Bushor sustained from voting, due to him being a homeowner on Crestline. Frank Ross and Melvin Kehl both were in favor, so motion carried.

Another letter will be sent to the Delp’s concerning the scrap metal collection. If nothing improves than Robert Bushor will speak to them in person.

PUBLIC COMMENT:

            Dale Wood wanted the Township to know that they can apply for a permit to be able to clean out the ditch that runs along side Alice Shaw’s old property.

            Dale asked what Grove has been doing with the Mac truck for Gibson. Frank responded with hauling blocks. Dale inquired as to who pays the operator and how often do they get paid. Gibson is paying the operator and we charge Gibson rental fee for the equipment. The operators are paid every two weeks, so yes sometimes the operator is paid before the rental of the equipment gets paid, all depends on pay week schedule and Gibson’s paying of the bills.

            Dale inquired as to where was the truck park in the evening, after hauling block. Dale stated that the truck was seen at Frank’s house and Frank stated the truck was parked at Gibson.

Pay Bills as Presented:

            A motion was made by Robert Bushor and seconded by Melvin Kehl to pay bills as presented.

            All present in favor and motion carried.

            Next meeting will be held on September 14, at 5:00pm at the Grove Township building.
