2024 REORGANIZATION MEETING
January 2, 2024
PRESENT: Robert Bushor, Jim Howard, Melvin Kehl and Brandie Sherry
Visitors: Dale Wood, Elizabeth Stoner, Philip Brown, April Kehl
Chairman, Robert Bushor, called the 2024 Reorganization Meeting to order at 4:00p m.
We would like to welcome our Newly elected Supervisor Jim Howard.
NOMINATE CHAIRMAN OF THE BOARD:
On a motion made by Melvin Kehl and seconded by Jim Howard, Robert Bushor was nominated as CHAIRMAN OF THE BOARD. All present were in favor and motion carried.
NOMINATE VICE-CHAIRMAN OF THE BOARD:
On a motion by Robert Bushor and seconded by Melvin Kehl, Jim Howard was nominated as VICE-CHAIRMAN OF THE BOARD. All present were in favor and motion carried.
NOMINATE ROADMASTER:
On a motion made by Jim Howard and seconded by Robert Bushor, Melvin Kehl was nominated as ROADMASTER, the other Supervisors will be assistant Roadmasters. All present were in favor and motion carried.
APPOINT SECRETARY/TREASURER-SET RATE OF PAY:
On a motion made by Robert Bushor and seconded by Jim Howard Brandie Sherry was nominated as SECRETARY/TREASURER. All presents were in favor and motion carried.
On a motion made by Robert Bushor and seconded by Jim Howard that there would be a raise of one dollar, Brandie’s pay will be at $18.00 per hour. All present were in favor and motion carried.
SET RATE OF PAY FOR SUPERVISOR WORKING AS ROADMASTER, LABORER, FOREMAN, EQUIPMENT OPERATOR, GARBAGE COLLECTOR, TRUCK DRIVER OR ANY OTHER WORK THAT DOES NOT FALL UNDER ADMINISTRATIVE DUTIES:
On a motion made by Robert Bushor and seconded by Melvin Kehl, the working supervisor asked for a $2.00 raise making their pay $20.00 per hour, All present were in favor and motion carried. This will need to be approved by the elected auditors.
APPOINT SEWAGE ENFORCEMENT OFFICER:
On a motion made by Robert Bushor and seconded by Jim Howard Russel Braun of St. Marys, PA was appointed as Sewage Enforcement Officer. All present were in favor and motion carried.
SET AMOUNT OF TREASURERS BOND:
On a motion made by Robert Bushor and seconded by Jim Howard the Secretary/Treasurer’s Bond will remain at $500,000. All present were in favor and motion carried.
APPOINT SOLICITOR FOR TOWNSHIP:
On a motion made by Robert Bushor and seconded by Jim Howard Paul J. Malizia of Emporium, PA was appointed as solicitor for Grove Township for 2024. All present were in favor and motion carried.
SET WAGE SCALE FOR EMPLOYEES/LABORERS/HELPERS:
On a motion made by Robert Bushor and seconded by Melvin Kehl, Emmerson Wommer’s will receive a one dollar per hour raise. His employee wage will be at $17.00 PER HOUR. All presents were in favor and motion carried.
SET WAGE SCALE FOR FILL IN LABORERS/HELPERS
On a motion by Robert Bushor and seconded by Jim Howard, Michael Saline will get a one dollar raise as the fill in laborers/helpers wage will be $16.00 PER HOUR. All presents were in favor and motion carried.
On a motion by Robert Bushor and seconded by Melvin Kehl, Frank Ross will be appointed as a fill in helper as an equipment operator with a wage of $20.00 PER HOUR. All presents were in favor and motion carried.
APPOINT CHAIRMAN OF THE VACANCY BOARD:
On a motion by Robert Bushor and seconded by Melvin Kehl Jim Lash was appointed as the Chairman of the Vacancy Board. All present were in favor and motion carried.
APPOINT A MEMBER TO THE SOLID WASTE MANAGEMENT BUREAU:
On a motion made by Robert Bushor and seconded by Jim Howard, Brandie Sherry was appointed to serve on the Solid Waste Management Bureau. All present were in favor and motion carried.
APPOINT MEMBER TO THE EARNED INCOME TAX BUREAU:
On a motion made by Robert Bushor and seconded by Jim Howard, Robert Bushor was appointed to serve on the Earned Income Tax Bureau. All present were in favor and motion carried.
APPOINT EMERGENCY MANAGEMENT COORDINATOR:
On a motion made by Robert Bushor and seconded by Jim Howard, Brandie Sherry was appointed as Emergency Management Coordinator. All present were in favor and motion carried.
SET MILEAGE RATE FOR SUPERVISORS AND EMPLOYEES WHEN USING THEIR OWN VEHICLES ON TOWNSHIP BUSINESS AND MEETINGS:
On a motion made by Robert Bushor and seconded by Jim Howard, the mileage reimbursement is set at 67 cents per mile (per the federal government). This amount is subject to change throughout the year as gas prices increase and as governed by the Federal Government. All present were in favor and motion carried.
NAME OF DEPOSITORY FOR TOWNSHIP FUNDS:
On a motion made by Robert Bushor and seconded by Melvin Kehl, Citizens and Northern of PA remains as the township banking depository along with PLGIT as the township investment depository. All present were in favor and motion carried.
DESIGNATE AN AUDITOR:
On a motion made by Robert Bushor and seconded by Melvin Kehl, Troxell and Associates of Dubois, PA will be the Auditor Designate for 2024. All present were in favor and motion carried.
SET A REGULAR MONTHLY MEETING DAY AND TIME:
On a motion made by Robert Bushor and seconded by Melvin Kehl the Grove Township meeting day will remain as the second Wednesday of every month at 5:00 p.m. in the Grove Township Building. All presents were in favor and motion carried.
The meetings will be held on February 14th , March 13th, April 10th , May 8th, June 12th, July 10th, August 14th, September 11th, October 9th, November 13th and December 10th.
Certify that Supervisors or Secretary may attend the Annual PSATS Conference in Hersey on April 2024. On a motion by Robert Bushor and seconded by Jim Howard, Grove Township will pay for the motel and mileage for someone to attend. All presents were in favor and motion carried.
On a motion made by Robert Bushor and seconded by Jim Howard, Philip Brown was appointed the Ordinance Enforcer, with a $100.00 retainer fee and a contract signed.
The three elected auditors, Holly Cook, Elizabeth Stoner, and Dawn Wirt will be meeting on January 3 at 5:30 at the Grove Township Building.
MOTION TO ADJOURN THE JANUARY 2, 2024 REORGANIZATION MEETING: On a motion made by Robert Bushor and seconded by Jim Howard, the Grove Township 2024 Reorganization Meeting was adjourned at 4:21pm.
